I actually found the answer to this problem pretty quickly.
The php installation software did not work for some reason on Windows Vista. The only thing I saw that the installation program did incorrectly was that it id not add index.php as a directory index.
Therefore simply changing this: DirectoryIndex index.html
To this: DirectoryIndex index.html index.php
fixed the problem.
I also copied php.ini to Windows folder for good measure. Why? Because someone said to do that in a forum. I figured it couldn’t hurt anything, not being an executable to begin with.
This really sucked. No one gives the complete information anywhere, so I thought I would explain step by step what I went through to install Apache 2.2 on Centrino Duo Laptop running Windows Vista Business. Just a testing server, to try sites before I upload them live. This task went pretty simply on Windows XP Home.

I have Vista now on a brand new Centrino Duo 2. This is definitely better than XP. But finding things is harder for now. The calender allows you to subscribe to over 1000 calenders listing niche events like Nascar schedules and and SAT test dates.

Super Affiliate Marketing Blog » My New War On Internet Marketing Ebooks
This guy is great and his blog has more information in each post than the ebooks he bought to give away for free. I found him doing research on Clickbank products and he was number 6 in Google for Guru Slayer that he was giving away for free. I still see Adwords ads though. That must show impulse clicks instead of actual searching and investigating. But who would have guessed you could find the book for free on the first page of Google.
Fading Out Nofollows?
Seems like a good idea but wouldn’t just using Akismet, moderating all comments, and then not using no-follow at all also be a good practice.
Comments add value to a blog and although 90% of the comments you will get will be spam, most of the tools out there created to take care of the issue, will take care of most of this.
Why not give back to people who comment by linking to their url without the sneaky, underhanded no-follow tag that you have to look at source code even to find.
