It is hard to find good cheap hosting and if you search for it, you will find a bunch of spam and companies you may be unsure of. With shared hosting, I would go straight to NearlyFreeSpeech.net. Godaddy is a bit faster but you can't beat the price for low traffic or mini sites.

The thematic theme is a great free theme and the first one I install in a new Wordpress installation. You can leave it as is for a minimalist themes with a lot of widget ready areas including blocks in the content or you can download or create a child theme. Very flexible.
